Bill joined APS in 2025, bringing more than 30 years of experience serving in clinical positions in multiple healthcare environments including managed ​
care, health technology assessment, medical advertising, academia, and ​hospital pharmacy.​

Most recently, Bill was Senior Director of Pipeline and Drug Surveillance ​at OptumRx where he led a team of pharmacists in horizon scanning and analyzing new therapies in the drug development pipeline. During his time ​at OptumRx, Bill redefined the pipeline evaluation practice to emphasize ​evidence evaluation, pre-approval information exchange with pharmaceutical manufacturers, insight generation for leaders, and client education. ​

During his career, Bill held clinical positions at the Institute for Clinical and Economic Review (ICER), Precision for Medicine, and Medco Health Solutions. ​
He managed P&T Committees, coordinated multi-stakeholder policy summits, authored publications, and delivered educational webinars. Throughout his experience, Bill has cultivated an enthusiasm for understanding new technologies, their potential impact on healthcare, and the evidence needed for success. ​

Bill received his Bachelor of Science and Doctor of Pharmacy Degrees from Rutgers University in New Jersey. He completed a post-graduate residency in Drug Information Practice at the University of Maryland, School of Pharmacy.
